Le 17 décembre 1962, Mamadou Dia, président du conseil du Sénégal, est arrêté, puis condamné à perpétuité, accusé de coup d’Etat par son ami et compagnon Léopold Sédar Senghor. Il sera emprisonné avec quatre de ses plus proches ministres. Parmi eux, mon oncle Joseph Mbaye, ministre de l’économie rurale. Le lendemain, la constitution est modifiée, le régime présidentiel succède au régime parlementaire et donne à Senghor les pleins pouvoirs. Pourtant depuis 17 ans Senghor et Dia cheminaient ensemble, inséparables et complémentaires, pour construire dans un même idéal le développement du Sénégal. Cinquante ans plus tard, tandis que la campagne présidentielle 2012 agite le pays autour des valeurs de la démocratie, témoins et acteurs des évènements de 1962 prennent la parole.

Rappel historique
En 1945, Léopold Sédar Senghor, tête de file de la jeune génération en quête d’émancipation, vient chercher Mamadou Dia, instituteur engagé dans la lutte contre la domination coloniale, et le persuade de le rejoindre au sein de son mouvement politique. Compagnons inséparables, ils franchissent ensemble toutes les étapes déterminantes qui mèneront le Sénégal de l’autonomie interne, à la fédération du Mali et enfin à l’Indépendance en 1960. Senghor devient président de la république, Mamadou Dia, président du conseil des ministres. Un réel bicéphalisme à la tête de l’état. Très vite, le tandem connait des tensions, leurs politiques divergent. Senghor, très attaché à la France, souhaite ménager les rapports avec l’Occident, tandis que Dia veut abolir radicalement le système économique hérité de l’emprise coloniale. Le charme se rompt progressivement et après dix-sept ans de compagnonnage fraternel, éclate une guerre fratricide qui va opposer Senghor à Dia, dans les couloirs du palais jusqu’à l’arrestation de Mamadou Dia le 17 décembre 1962.
Mon oncle Jean Alfred Diallo, chef d’état major des armées, complice de Senghor, mettra Mamadou Dia et mon oncle Joseph Mbaye aux arrêts. Le Sénégal ne s’est jamais relevé de ce traumatisme. Aujourd’hui, beaucoup de Sénégalais restent persuadés que ce prétendu coup d’état n’était en réalité qu’un coup monté pour écarter définitivement Dia de la politique. « Nous étions pourtant si bien partis … nous étions un exemple qui devait faire tâche d’huile dans toute l’Afrique ! » dira Mamadou Dia

On December 17, 1962, Mamadou Dia, President of the Senegalese Council of Ministers, was arrested and then given a life sentence, accused of a coup d’Etat by his friend and companion Leopold Sedar Senghor. He would be imprisoned with four of his closest ministers. Among them, my uncle Joseph Mbaye, Minister of Rural Economy.
The following day, the Constitution was modified, and the parliamentary system was succeeded by a presidential system, giving Senghor full powers. For 17 years Senghor and Dia had walked together, inseparable and complementary, united in the same ideal for Senegal’s development.
Fifty years later, while the presidential campaign of 2012 agitates the country around the values of democracy, actors and witnesses of the events of 1962 take the stand.

History
In 1945, Leopold Sedar Senghor, leading the younger generation’s movement in search of emancipation, enlisted the support of Mamadou Dia, a teacher invested in the struggle against colonial domination, and persuaded him to join his political movement.
Inseparable companions, together they reached all of the determining stages which would carry Senegal from internal autonomy to the Federation of Mali and finally to independence in
1960. Senghor became President of the Republic, and Mamadou Dia President of the Council of Ministers. Power was shared at the highest level of government.
Very quickly, tensions arose and their policies diverged. Senghor, very attached to France, wished to spare the relationship with the West, while Dia wanted to radically abolish the economic system inherited from its former colonial power.
The charm gradually wore off and after 17 years of brotherly complicity, a fratricidal war broke out that would oppose Senghor and Dia in the corridors of the Presidential Palace until the arrest of Mamadou Dia on the 17th of December, 1962.
My uncle, Jean Alfred Diallo, the Chief of Defense Staff and Senghor’s ally, arrested both Mamadou Dia and my uncle Joseph Mbaye.
Senegal has never recovered from these traumatic events.
Today, many Senegalese remain persuaded that this alleged coup d’état was actually only a ruse designed to remove Dia from politics.
« We were, however, off to such a good start… we were an example to be followed in all of Africa! » said Mamadou Dia.
